REDEVELOPMENT AUTHORITY BLIGHTED PROPERTY AMNESTY PROGRAM
I. PROGRAM OBJECTIVES
The main objective of the Blighted Property Amnesty Program (BPAP)
is to return to commerce the many blighted and tax delinquent properties
plaguing New Orleans city neighborhoods. The program aims to stimulate
the owners of such structures, to surrender their interests in exchange
for lien and tax forgiveness. The New Orleans Redevelopment Authority
(NORA) will seek qualified buyers to acquire and redevelop participating
properties in an effort to promote the removal of blighting influences
from city neighborhoods.
II. ELIGIBLE PROPERTIES
Any property/vacant lot lawfully declared blighted prior to 1997
by the New Orleans City Council Resolution or subsequent thereto
by Administrative Adjudication of the Health Department of the City
of New Orleans, bearing unpaid liens and taxes which exceed the
value of the property, prohibiting owner sales and/or creating an
undue burden for a third party purchaser.
III. ELIGIBLE PARTICIPANTS
A. Any owner of an eligible blighted property in the City of New
Orleans.
B. Any individual, group or organization
satisfactorily completing and submitting to NORA:

Blighted Property Development Proposal
Funding Commitment Letter
IV. PROGRAM EXCLUSIONS
A. Any property bearing unpaid mortgages;
B. Any property bearing unresolved legal judgments;
C. Any heir property whereby matters of succession are incomplete
or inconclusive;
D. Any property not solely owned or controlled by owner(s)/applicant(s)
of the NORA Blighted Property Amnesty Program;
E. Any property currently awaiting expropriation by NORA, whereby
the owner refuses to transfer interests to existing NORA applicant.
