Disadvantaged Business Enterprise Certification
The disadvantaged business enterprise certification process enables you to get all the documents you will need to complete your application online. Before you begin, a few things you should know:
- If you have already been granted DBE certification status by the Sewerage and Water Board or under the New Orleans Aviation Board's SLDBE program, you do not need to apply for the City of New Orleans' Disadvantaged Business Enterprise certification.
- The "Getting Started" section below lists all of the information you will need to gather before beginning your application.
- View the DBE Application Instructions in the Resouorce Center below for full instructions.
- Your application must be updated biannually.
- All applications must be hand delivered to the DBE office or by certified mail or express mail.
Getting Started
In order to complete your registration you will need the following:
- Tax Documentation (For the preceding 3 years)
- Personal Tax Returns
- Corporate Tax Returns
- Operating licenses or Other Industry Licenses
- Construction, Agriculture, Engineering, or other professional licenses
- Bonding information
- Bonding Limits
- Bonding Company
- Any Loan Agreements

Guide to Completing the DBE Application
- Complete all questions on the Business Questionnaire (Schedule A)
- Complete all questions on the Ownership Questionnaire (Schedule B) for Each Owner
- Complete the Spousal Questionnaire (Schedule C) if applicable
- Submit a Signed; Notarize Affidavit (Schedule D)
- Supply All Items on the Checklist
- Submit Application & Supporting Documentation to:
