Announcement From The City Planning Commission-Request For Proposals (RFP)
On July 26, 2005 the City Planning Commission recommended that a consulting contract be awarded to the firm of Duncan Associates. Duncan Associates is an Austin-based planning consulting firm that specializes in developing zoning codes that set quality place-making strategies into action. Over the past decade, Duncan Associates has served several urban municipalities such as Chicago, Pittsburgh, Portland, Detroit, Memphis and Savannah. Having successfully helped these and many other communities with their regulatory reform efforts, the Planning Commission believes that Duncan understands the CZO revision process and they know what it takes to transform final planning studies into regulatory codes. The City of New Orleans, through the City Planning Commission is seeking proposals from qualified firms and professionals to revise and complete the Comprehensive Zoning Ordinance (CZO). A draft version of the CZO was released by City Planning for public comment in November 2002. Based on City Planning direction, the selected contractor will be expected to: 1) develop a recommended course of action for revising the CZO; 2) research and recommend appropriate language to unresolved zoning issues; 3) produce a final CZO document (inclusive of zoning maps) for adoption by the New Orleans City Council.
The selected contractor will be expected to review all relevant zoning/planning materials and meet with various stakeholders. The scope of work is based upon five (5) tasks that City Planning wishes to achieve in the development and subsequent adoption of a new CZO.
TASK ONE: ASSESSMENT & COORDINATION MEETING
TASK TWO: DRAFTING OF NEW ZONING CODE & MAPS
TASK THREE: STAKEHOLDER REVIEW OF REVISED CZO
TASK FOUR: PUBLIC PARTICIPATION PROGRAM
TASK FIVE: CZO ADOPTION
