On June 13, 2006, the City Planning Commission at its operational meeting adopted the “Neighborhood Planning Guide.” The Guide is a recovery tool that is intended to assist neighborhood groups through the planning process while ensuring a consistent format for producing a citywide recovery plan. The Neighborhood Planning Guide represents the consolidation of several planning frameworks from local (Bring New Orleans Back Commission and the City’s Master Plan), State (Louisiana Recovery Authority guidelines) and Federal (FEMA ESF-14) resources. Using the Guide will ensure that the City’s recovery plan is neighborhood based with a realistic implementation strategy that meets the LRA requirements.
