Bureau of Investigations

The Mission of the Bureau of Investigations is to conduct quality, thorough and factual investigations which lead to arrests and the successful prosecutions of individuals who prey upon on law-abiding citizens.  Every investigator has a commitment to this community that every available resource will be utilized to protect those who have been victimized by crime and demonstrate sympathy and compassion to their needs. 

Members of the Bureau of Investigations base their belief on five principles:

Responsiveness --- Investigators responding in a timely manner to conduct criminal investigations that lead to arrests and successful prosecutions.
Perseverance --- To vigorously pursue every lead in a criminal investigation, when and wherever it guides the investigator resulting in arrests and convictions.
Impartiality --- This Bureau is unbiased in its decisions with solutions based on the facts and circumstances.
Integrity ---- Investigators having the creditability that will allow for citizens to participate in the Criminal Justice System and lead to successful prosecutions.
Professionalism --- Investigators will conduct themselves in a manner that brings credit to the New Orleans Police Department, particularly professional conduct as to their appearance and demeanor toward every person whom he or she encounters. 

The Bureau of Investigations is responsible for the follow-up investigation of crime and the apprehension of offenders. There are five major divisions within the Bureau: The Homicide, Division, Property Crimes Division, Sex Crimes Division, Juvenile Division, and the Arson Squad.

Marlon Defillo
Assistant Superintendent

Assistant Superintendent Marlon Defillo is a 27-year veteran of the New Orleans Police Department who has risen through the ranks beginning as a “beat officer” in 1981.  Later promoted to Detective in the Criminal Investigations Bureau and for more than 7-years conducted Child Abuse Investigations, ranging from neglect, physical abuse to suspicious deaths of children. 

In 1991, he was promoted to Sergeant and assigned to the Office of Public Affairs and served as the police department’s official spokesperson, as well as liaison to the news media.  In 1995, he was promoted to Lieutenant and appointed as the Commander to the Office of Public Affairs.  In 2002, he was again promoted to Captain and continued his career as the Public Affairs’ Commander.  In December of 2005, he was appointed Deputy Superintendent and assumed command of the Public Integrity Bureau.  His responsibilities included, internal administrative and criminal investigations of police officers accused of misconduct; monitoring the Department’s Early Warning System, establishing integrity checks to monitor officer’s behavior, as well as tracking disciplinary cases through the appeals process.

In August of 2007, he was appointed to the second highest position in the police department and is Chief of Detectives. 

He holds a Bachelors and Master’s Degree and is currently on the faculty at Southern University at New Orleans. He is a graduate of the FBI National Academy, session 197th, and a graduate of the Senior Management Institute for Police Executives at Harvard University.
