Office of Emergency Preparedness Emergency Management Services Coordinator (Class Code 8115) The City of New Orleans Office of Emergency Preparedness is seeking applicants for 4 newly formed positions in Emergency Management. These positions are Logistics Coordinator, Operations and Training Coordinator, Planner, and Communications & Information Specialist. These are highly professional positions and the person selected will assist the director in preparing for and responding to all hazards. Applicants should have a strong background and working knowledge in the emergency management field they are applying for. Applicants must possess a minimum of a Bachelors degree in any field (or equivalent experience and special skills) and three years of progressive, highly responsible professional work in an Emergency Management program. This is a civil service position with group health insurance, accrued annual and sick leave, ten paid holidays per year, and life insurance. 1. Logistics Coordinator Duties:
- Develop and implement the city wide logistics plan for emergency management operations.
- Account for all logistical supplies and insure adequate emergency relief supplies are on hand at all times.
- Maintain an effective tracking system for supplies.
- Working with State agencies, develop an effective plan for placement of supply PODS during an emergency.
- Maintain a warehouse of emergency supplies for the city of New Orleans.
- Develop a system to account for all OEP/OHS equipment and inventory that equipment on a routine basis.
- Insure all city agencies load their assets into the RAMSAFE data base in order to effectively track expenditures/losses during an emergency.
- Monitor the equipment accountability of the other agencies under the Office of Homeland Security.
- Develop and implement the load plan for the survivability of city vehicular assets for the city during an emergency.
- Develop and implement the refueling plan for the city during an emergency.
- Develop and implement the generator plan for the city during an emergency.
- Develop and implement the plan for distribution of supplies during the CAEP and any other emergency.
- Coordinate with FEMA, LANG, ARC, and city departments in acquiring emergency relief supplies.
During and EOC activation, serves as the Logistics Chief.
2. Operations & Training Coordinator Duties (Operations Coordinator):
- Oversee the daily operations of the EOC and submits reports to the director.
- Insures proper information is loaded in GIS in order to effectively use this system during an emergency.
- Maintains an accurate points of contact listing at all levels (city, region 1, surrounding parishes, state, and Federal) to insure smooth operation of the EOC during an emergency.
- Responsible for the EOC to include—
- Proper organization of the EOC to obtain maximum effectiveness.
- Research and obtain proper tools and equipment for the EOC. Oversees the upkeep of these tools and equipment.
- Maintain the data base and activate when required the EOC activation notice.
- Maintain the data base and activate when required the CAEP volunteer activation notice.
- Conducts periodic training of EOC staff to insure effectiveness of EOC personnel during the time of activation.
- Develop and update as required the EOC SOP.
- During an EOC activation, act as the Operations Section Chief.
- Insure the ESF 1 representative conducts the load plan for the survivability of city vehicular assets for the city during an emergency.
- Assists the OEP Planner in developing effective plans for “all hazards”.
- Maintains awareness of the details of all plans in order to effectively operate during an emergency.
- Develop EOC staffing plan to utilize city personnel in the various billet requirements during an emergency.
Duties (Training Coordinator):
- Develop a training plan for emergency managers in NIMS with the ultimate goal of them becoming Certified Emergency Managers and New Orleans as with the Emergency Management Accreditation Program.
- Develop and maintain a system to monitor the training in emergency management of ALL EOC personnel.
- Schedule training sessions for the OEP staff and other members of the EOC.
- Coordinate with the training officers of NOPD, NOFD, & NOEMS, keep the Director advised of the NIMS training status of those departments.
During an EOC activation, serves as the Operations Section Chief.
3. Planner Duties:
- Develop and maintain the CEMP and Annexes.
- In conjunction with the Operations Officer, develop and maintain the EOC SOP.
- Develop and maintain plans for “all hazards”.
- Coordinate with outside agencies in developing the plans and MOU’s necessary to conduct emergency operations.
- Oversees the strategic plan for the EOC and insures milestones and metrics are met.
- Maintains the Emergency Management Plans of all city agencies and insures these plans are in agreement with the overall emergency plan.
- Oversees the interns or other volunteers (i.e. Tulane Graduate students from the School of Health that are conducting research and assisting in writing plans for the Office of Homeland Security in conjunction with their graduate studies).
- Develop and maintain the roster of personnel required to execute the CAEP. Share this information to the Operations Coordinator for notification purposes.
- Responsible for the re-entry program.
During an EOC activation, serves as the Planning Section Chief.
4. Grant Research Writer and Budget Analyst Duties:
- Insure compliance of grants currently being used by the OEP.
- Monitor the Hazard mitigation grants as it relates to the OEP.
- Research possible grants that would be beneficial to the OEP and under the guidance of the Director, submit for these grants.
- Assist the planner in his duties.
- Maintain the budget of the OEP.
- Perform administrative duties.
During an EOC activation, will serve in a key command staff duty assigned by the Director.
5. Communications & Information Technology Specialist Duties (Communications):
- Perform the duties of the Assistant Communications Coordinator.
Duties (Information Technology Specialist):
- Maintain and insure proper function of all ICS equipment for the EOC.
- Maintenance and operation of cyber security.
- Subject Matter Expert for internet and networking (LAN/WAN/WI-FI)
- Keep accountability of all ICS equipment for the EOC.
- Insure proper maintenance of all ICS equipment for the EOC.
- Conduct periodic training of the various technological tools used in the EOC.
- Maintain, insure proper operation, and conduct period inventory of all equipment used in the CAEP processing.
- Conduct training for those individuals who will process citizens in the CAEP.
- Research and advise the Director in possible programs and tools to make the EOC more effective.
- Develop and maintain the OEP website.
During an EOC activation, serves as the EOC Communications Unit Leader.
