Tier 1: Response Support

Tier 1 Includes those who provide critical services to the government and public agencies such as:
- Primary critical infrastructure and major utility companies and their pre-designated sub-contractors.
- Pre-designated government contractors (and their sub-contractors).
- Pre-designated damage recovery assessment teams from businesses that are deemed critical or of national importance.
Tier 1 eligible companies will be identified by:
- A dashboard placard indicating the Parish and the Tier number.
OR
- A company generated logo or placard clearly visible on each company vehicle (including sub-contractors) AND
A Parish issued Letter of Access Authorization identifying the company AND
All occupants of the vehicle must have in their possession a valid government picture ID AND company identification.
All entities and personnel granted access under Tier 1 must be self sustainable and prepared to abide by all movement and curfew restrictions in effect.
Tier 2: Recovery Support

This group or Tier includes those who make up core assessment teams of major employees or businesses deemed to be essential for the future return of residents or the economic vitality of the Parish.
Tier 2 is for major employers or businesses that are essential to the return of residents and the City's economic viability such as financial institutions, maritime operations companies, wholesale food suppliers, bulk fuel distributors, manufacturing companies (fragile inventory, designated hazardous waste facility, world-wide distribution, multiple-parish service area, etc.), building supply companies, other businesses determined, non emergency healthcare providers, medical supply companies, security companies and other businesses as determined by the Mayor to be essential to the return of residents and/or to the economic vitality of the parish.
Tier 2 eligible companies have the responsibility of distributing its Tier 2 placards to the appropriate personnel and maintaining an accurate and current database containing the name, job function and the date credential issued for each recipient.
Companies with legitimate businesses in multiple parishes must apply for Tier 2 placards with the Parish in which their home or principle office is located. if located outside the region, they must apply to the parish where the majority of their business or work within he region occurs. approed businesses will receive a Tier 2 REGIONAL placard.
Tier 2 eligible companies will be identified by:
- A dashboard placard indicating the parish and Tier number.
OR
- Government contractor personnel traveling in clearly marked company vehicles AND
A Parish issued Letter of Access Authorization identifying the company AND
All occupants of the vehicle must have in their possession a valid government picture ID AND company identification.
All entities and personnel granted access under Tier 2 must be self sustainable and prepared to abide by all movement and curfew restrcitions in effect.
Tier 3: Repopulation Support
When the parish has been determined to have sustainable living conditions, essential retail businesses and their employees, deemed to be required for the future return of residents or the economic vitality of the Parish will be allowed to return.
Tier 3 includes accountants, apparel sales, appliance sales & service, automotive sales, services, and/or parts, banking, broadcasting, church, cleaners, cleaning specialist, computer sales and service, construction services, contractor, financial services, food service, garbage/waste, gasoline stations, non-essential government agencies, healthcare, home improvement, hospitality, industrial supplies, insurance, attorneys, retail pharmaceutical stores, real estate, restaurants, retail groceries, storage, towing, and transportation.
Tier 3 eligible businesses will pre-register via an internet based application process and receive paper credentials issues via the internet.
Tier 3 businesses will be responsible for maintaining an accurate and current database containing the name, job function and date credential issued for each recipient along with a verification phone number and delivering to each employee:
- Copies of the Tier 3 business credential AND
- Letters of Access issued by the company / bussiness AND
- All occupants of the vehicle must have in their possession a valid government picture ID.
All entities and personnel granted access under Tier 3 must be prepared to abide by all movement and curfew restrictions in effect.
General Provisions Affecting all Tiers

Placards identified with a letter "R" with the Tier number indicate "REGIONAL" access at that Tier level. This provides for the businesses and entities that have multiple business locations in multiple parishes. This will allow access across parish lines to those sites within the restrictions of all movement and curfews then in effect.
Upon application by the business or agency for which they are contracted, private licensed security personnel may be granted Tier 1 or 2 accesses if they are part of an organized team for the business or agency that meets the required Tier 1 or 2 criteria. They MUST be identified as an employee of the permitted business or agency and have the required Tier 1 or 2 identifications. All other private security will be granted whatever access their parent security company is granted. There is no blanket access to private security personnel.
In the event of a natural or man-made disaster where a Mandatory Evacuation Order and official Emergency Declaration has been made by the Mayor of the City of New Orleans and the placards identified by this policy and procedure are not yet available, access will be granted based on the same criteria, BUT, in lieu of an issued placard, a letter from the City of New Orleans identifying the Tier level of access granted and the company or agency to whom issued will substitute for the vehicle placard. All other identification criteria will be required (i.e. company id and personal id for each individual in the vehicle). The company to which the letter is issued will be responsible for providing copies to the employees they have identified for re-entry under the appropriate Tier authorized.
